I think you pretty much nailed it in your second paragraph, so yeah fully agree Kyoto is the arc that sees the most fundamental character growth that kaoru goes through, from the naive depressive reaction to her stalwart defense of aoiya Kaoru does eventually make it clear to chisato that she chose that path because she wanted to become less cowardly after seeing how strong it made the other girl was and chisato accepts it, although her wording is quite willy nilly.
